Public Citizen's Global Trade Watch has also released a companion book to The Rise and Fall of Fast Track Authority, a book titled Federalism and Global Governance: Comparative Analysis of Trade Agreement Negotiation and Approval Mechanisms Used in U.S. and Other Federalist Governance Systems. In this volume, by Wallach and GTW Policy Analyst Mary Bottari, we compare the negotiation and approval mechanisms used in the United States and three other federalist governance systems regarding international agreements that bind subfederal governments. Federalism and Global Governance demonstrates that an undemocratic mechanism such as Fast Track is not ultimate necessary for the creation of new trade policy.
